Procedures for Conservation Program Planning
PROCEDURAL ORDER
By Request for Public Input issued on September 26, 2002, the Presiding Officer scheduled a technical conference for November 5, 2002 to allow interested persons to make presentations on potential conservation programs. Persons wishing to make a presentation were required to notify the Commission by October 21, 2002.
Seven persons have requested to make a presentation on November 5. The conference will begin at 9:00 a.m. in the Commission’s Hearing Room at 242 State Street. The order of presentations will be as follows:
1. Craig Metz, Ensave
2. Bob Schulte, Sample Z
3. Dean Trigg, Natural Resource Management
4. Richard Komp, Maine Solar Energy Association
5. Roger and Nancy Pratt-Knowlton
6. Geoffrey Clarke, Nyle Special Products
7. Richard Esteves, SESCO, Inc.
Each presenter (or panel of presenters) will be allowed up to 20 minutes for his or her (or their) presentation. The Commission staff may have questions for the presenters. The Presiding Officer does not intend to permit other interested persons to ask questions of the presenters, but of course the conference will be open to the public. We will tape record the conference but we do not intend to transcribe the tape.
Other interested persons have filed written comments to the Commission without requesting to make a presentation. The Commission Staff may have questions for the written commenters. If the staff receives additional written materials in response from the commenters, we will make such written materials available on the web and at our offices.
By a different request also dated on September 26, 2002, the Presiding Officer directed the T&D utilities to describe the energy efficiency programs they continue to administer and to state whether the T&D utility desires to continue offering any of those programs. The T&D utilities were also offered the opportunity to make presentations about their programs on November 6, 2002. Written comments now have been filed. No T&D utility asked to make a presentation on November 6, although the T&D utilities stated they could be available on November 6 to answer questions from the staff.
To the extent that staff has questions concerning the written T&D utility submissions, those questions can be answered in writing. Accordingly, the conference scheduled for November 6 is cancelled. If the staff receives additional written material from any T&D utilities, the written materials will be available on the web and at our offices.
