Federal Stimulus: Efficiency Maine Funding in the Federal Recovery Package
Economic Legislation to Impact Efficiency Maine Efforts
The American Recovery and Reinvestment Act (ARRA) of 2009 was enacted in February. It includes funds for energy efficiency, renewable energy, weatherization and workforce development to be distributed by states.
Additional federal funds are anticipated for State Energy Programs, including programs housed within Efficiency Maine which are administered by the Maine Public Utilities Commission. These additional funds are only anticipated to be available for two fiscal years and it is anticipated that the federal government will require their expenditure within two years.
It is expected that some of the stimulus funds will allow Efficiency Maine to boost existing State Energy Program initiatives and create new ones aimed at securing a stable energy future for Maine, as directed by Governor John Baldacci and the Maine State Legislature.
The Commission has participated in discussions with the Governor and lawmakers about potential uses for stimulus monies with the goal of deploying them in an equitable, cost-efficient and effective manner that promotes job creation and Maine's energy independence.
PLEASE READ: It is important to remember that determinations about federal stimulus funds are preliminary and subject to decisions to be made by Governor John Baldacci and the Maine State Legislature.
To date we have not received definitive spreadsheets for allotments to Efficiency Maine. The Maine Public Utilities Commission staff continues to research the details of this package and to provide advice to the Governor and lawmakers.
For all these reasons, we urge utmost caution in drawing conclusions about what funds may be received and what they may be used for. We will continue to provide details as they emerge.
