Electric Vehicle (EV) Chargers:
Phase 4 Round 3
Efficiency Maine (Efficiency Maine Trust or the Trust) seeks qualified bidders to rapidly install and operate public Level 3/DC fast chargers and/or Level 2/AC chargers for electric vehicles (EVs) in select Maine locations: Presque Isle, Fort Kent, Medway, Baileyville or within 15 miles thereof, Howland, Sherman, Turner, Hermon, Blue Hill or within 15 miles thereof, Milbridge, Caribou, and along Route 11 from Portage Lake to Masardis.
Efficiency Maine will consider bids that propose upgrading existing locations as well as bids that propose installing new locations. Bids that propose to upgrade existing locations are NOT eligible for a demand charge or battery incentive. Efficiency Maine will also consider bids that propose serving only one location as well as bids that propose serving multiple locations. Efficiency Maine has a limited budget and may not issue an award for all eligible locations.
This RFP is a continuation of earlier RFPs (“Phase 4” and “Phase 4 Round 2”). It prioritizes areas that have not been commissioned. The scope of work, incentive structure, and scoring criteria have been updated based on feedback from previous RFPs.
This RFP uses funds from the Maine Jobs and Recovery Plan (MJRP), which Maine must expend before the end of 2026. Projects awarded under this RFP must be commissioned by 6/1/2026, and awardees must submit reimbursement requests for capital and battery incentives by 7/1/2026.

- Call Customer Contact Center (207-973-2000) with the physical address of the location where work is to be completed.
- Submit appropriate Load Sheet (Bangor Hydro District or Maine Public District) via email to loadsheet@versantpower.com.
- Locations with a battery must follow Versant’s Distribution & Interconnection Process.
